However, there is one point you seem to be missing. The reason no refineries are being built is because the oil producers want it that way! A scarce commodity is worth more than a plentiful commodity whether it's oil, diamonds, or potatoes. The oil companies make more when oil is scarce than when it is plentiful, by controlling the supply. If they build more refineries, oil is more plentiful, and the oil producer's profit per gallon goes down. The producers have no incentive to produce more oil. The oil business is the only legal monopoly in america, and we should be electing leaders that don't take orders from oil companies (or banks, or insurance companies, for that matter).
